I say Terra all the way, I like her better as a character, and she's a better fighter anyway.
Terra had to spend the whole game figuring out who she was, why she was half-Esper, dealing with the destruction that the Espers caused when she set them loose, dealing with their deaths, and she had to figure out love. How is that so stupid? How many real human beings can tell you what love is, besides an infatuation? Plus she had to deal with being half and half. What would you do about love if you weren't sure what species you belonged to?
What did Celes have to deal with? She had to deal with being the Empire's weapon, she had some trust issues to work out, and a relationship with Locke to sort through. Really, Celes didn't have to deal with as much as Terra did.
Celes is a less-complex, less-powerful Terra.

Celes is just as complex and just as powerful. We know that she was one of the first to be infused with Magitek technology. Kefka, Leo, and Celes...is there some secret relationship? And she has emotional problems just like Terra.
