Was Garfield ever good, in your opinion?
And is it true that Garfield was always meant to be a cashcow?

Comic strip: Funny for a while, then not funny for a while, & then funny for a while again.
Cartoon: Always funny.
Movies: Never watched them.
IIRC, Jim Davis himself said flat-out in an interview that Garfield was meant to be a cash-cow.

The only funny Garfield is the version of the comics where Garfield is replaced with a realistically drawn cat that does not move, emote, or think. It's the best version of Garfield Minus Garfield in my expert opinion.

I like the version of Garfield where it's just Jon alone.
I used to read some Garfield but I was more into Peanuts growing up. I related more to Peanuts, which I think is natural anyway.
