Don Martin, the old Mad contributor. His art-style is perfectly silly.

Who is that?

Hideaki Anno. Best known as the curmudgeonly and formerly hopelessly depressed creator of Neon Genesis Evangelion, though he was a big part of Gunbuster and Nadia: The Secret of Blue Water as well. He worked on Kare Kano: His & Her Circumstances as well, but departed partway through the series due to creative disagreements with the author of the manga it was based on. He's also known for his utter disdain for Evangelion fans (and otaku culture in general) and his reluctance to answer any of their questions regarding the more ambiguous parts of the series.

Also worth noting is that he got his start working for Hayao Miyazaki, drawing the God's Warrior attack sequence in Nausicaa.

At the moment, however, I'm mostly interested in his post-Evangelion live action work, especially his first film, Love & Pop. His followup, Shiki-Jitsu seems to be more beloved by the people who've actually seen it, but I prefer the former. He also did a live action movie of Cutie Honey, which I feel like I should probably see sometime before I die.
