It's from the Paper Mario series. It's a cute little mole who happens to be the last member of his species. If you hit him on the head, you get an awesome item called "Whacka's Bump", but each time you do that he becomes less cheerful and more incoherent until finally he stops appearing at all, presumably because he died from brain damage.
I'm not exaggerating.
