I like going to the Malibu with a minigun and using my imagination.
I've never stayed around long enough around the North Point mall long enough to see that. For me, I just have to drive by a group of Haitians and it erupts into a one-man war.

Malibu is fun.
When I feel like shooting the hell out of the cops i go in 1 of 3 places.
1) North Point Mall
2) top of Washington Mall Parking Garage and stand on the ledge and shoot the hell out of all the trucks and cops that come
3) In front of the water so the cop cars and other vehicles drive right into the water.
Good stuff.

I think it's easier to get away from cops. It's much easier for the cops to bust you, but if they're not close enough then it's easier. In GTA3 they come at you from all sides, front and back, but in Vice City they just follow you and you'll be safe as long as you keep going fast and don't bash into anything. There are roadblocks, but you can see them from a mile away and you can just drive over to the side. In GTA3, I could never have hoped to get away with 5 stars. In Vice City, I do it constantly.
Here's a fun thing to do:
Get one of those big trucks with a ramp on the back. You can find one at the Film Studios. Get the cops on you, and when they try to get you they will go up the ramp and fly away. It's kind of hard to get it, but you just need enough cops and eventually you'll get it. Especially fun if they drive into water.

On foot is a bit of a different story.

True. I just hate the damn spike strips period.
If i'm in the mood to make the cops mad i do the up wanted level code and get 5 stars and just blow the hell out of all the FBI, Helicopters, and cops.
