Lacks:

Blinkers (Duh!)
Police tactics
Going in buildings (The hugest mistake)
Indents in buildinds or causing them to fall down (Changed due to 9/11)
Rocket launchers blow people into pieces!
when with hooker, they don't just sit while the car shakes, they should at least do something!
