Soldier and Capo are both criminal ratings on GTA. O.K., so it's not a 'ripoff', but it's a lot LIKE GTA 3. Come on, what's an element of the game besides the place and time that makes it not like GTA? Besides, it's like I said: there's nothing wrong with it being like GTA 3. Why not take the general idea of the bestselling game of the year and modify it?
