Actually, Yugi's Power Level isn't high enough to enforce his hax upon Goku.

Basically, someone who isn't at least close to Goku's Power Level is going to find that their abilities will not be very effective against him. Yugi is very far below Goku so his powers shouldn't affect him in the least.

Depends, IRHP. Is "beat" defined as "slay in combat?" Yugi could certainly beat Goku in a game of Yu-Gi-Oh.

And therein, my problem with this "series". I can sum the whole thing up with this:
If it involves fisticuffs/combat: Goku by a country mile.
If no physical contact is allowed = the other guy/gal.

He can definitely win against Goku in a match of Yugioh, but the Penalty Games shouldn't work which is what I was referring to. It basically bars most weaker beings from being a match just because of their abilities. Otherwise they'd have just had Master Roshi use the Evil Containment Wave on villains, or have Chiaotzu simply use his telekinesis to disable them.

Your argument is compelling, however you are neglecting the ******** powers of ancient Egyptian magic. For example, 4kids Dub Yami Yugi could send Goku to the shadow realm, from which there is no escape. Arguably, unlike his Millennium Cheating, his ability to do this is not reliant on power levels. Would this not count as "beating" him?
