Dragon Ball Z: Resurrection of F's Power Levels

The hardcore Dragon Ball fans like myself are confused over the way Power Levels are now being handled. Apparently Power Levels are relevant again, and it's a huge mess now after 15 years (or more if you consider they haven't been used in the series in any meaningful way since the end of the Frieza Saga). Akira Toriyama has apparently retconned Master Roshi to having always been about as strong as Krillin is currently (this creates all kinds of problems) and Frieza is stating that if he trains he can reach 1.3 million Power Level (even though his second form alone was over 1m, and his final was something like 120m).
The Frieza thing can be ignored more easily, because maybe he meant he can reach 1.3m in his base form, which on its own would make sense since he dropped in power after his death, and it was only ever 530,000 before...until you consider that he stopped Gohan's heart with one punch in base form. The only way to explain that away is to heavily rely on the fact that Gohan hasn't been training, but dropping below a million seems extremely unlikely. Another way of rectifying it is perhaps Frieza underestimated his potential growth and his base form actually gained much more.
However, the Master Roshi thing is just nearly inexcusable, it pretty much breaks the canon. It means he could have stomped every villain in DB all the way up to Vegeta without any effort, and could have even beat Ginyu.
I can see why people were afraid of diggin' DBZ back up from the grave...the only good news is this all pertains to the movies, which are being retold through the Dragon Ball Super anime and manga (each of which in themselves have significant differences already). Perhaps this will all be rectified.
