If the Saiyans were a spacefaring race that regularly sent their own infants out to destroy distant planets, why weren't there more survivors after Freiza destroyed Planet Vegeta?

Future Cell probably went to Present Hell because he became part of that timestream, and why would Present Trunks' presence make a difference in his revival?
I've always wondered why Goku went to King Kai's planet. Couldn't he have taken him to Hell instead?
