^^ On ice, assuming they're in equilibrium, two things are happening: the ice is melting and the thin layer of water on it is freezing at the same rate, so it stays ice. Salt absorbs the water and makes it harder to freeze, upsetting the balance and letting the ice melt faster than the water freezing. That's why road salt exists.
