As for that picture, I just thought it would be hilarious to do a crappy recolor of Goku as though he were "black". It's not like Anime is somehow socially relevant in the west. Most of the adult oriented, reality-driven shows usually take place in Japan. The Japanese also aren't especially racially sensitive - their country never bothered to enslave legions of kidnapped africans like the US, so there were no post-war segregation issues or prejudices.

How many Italians do you see in Anime? Or Egyptians? Or Indians? Or Native Americans? How about the Polish? Hungarians? French?

Why bother making the differentiation between people, when you're not even writing for an external audience?
