As for that picture, I just thought it would be hilarious to do a crappy recolor of Goku as though he were "black". Partly because it seems racist to expect the Japanese to see any importance in depicting blacks in their shows, and it shouldn't have any effect on the plot. So why make a fuss? It's not like Anime is somehow socially relevant in the west. Most of the adult oriented, reality-driven shows usually take place in Japan. It wouldn't be logical for many blacks to appear in an eastern-located show.
The Japanese also aren't especially racially sensitive - their country never bothered to enslave legions of kidnapped africans like the US, so there were no post-war segregation issues or prejudices.
How many Italians do you see in Anime? Or Egyptians? Or Indians? Or Native Americans? How about the Polish? Hungarians? French?
Why bother making the differentiation between people, when you're not even writing for an external audience?
I agree. But, eh, people plain over react at times, to be honest.
