Yep. Peter Jackson said no Scouring. If you have the 4 disc set of The Fellowship of the Ring and you watch it with director's commentary on, he says so whenever Frodo looks into Galadriel's mirror.

I can undertsand it, though. They were already over budget and schedule. Anyway, I'm totally anticipating this. There's so much to see in it. I don't care how many liberties they took while translating it, the movies still rule when you let them stand on their own two feet.
