Okay, so this person hasn't been banned WHY?

I was recently reading some old topics to see if there's anything I need to know, and i found a bunch of SPAM topics from some person named "Me is cool, you all suk", and for some reason, he or she hasn't been banned at all. Why haven't you banned him or her Perrin Aybara? WHY?
This me is cool, you all suk may be the entity that posessed me when I first registered.
