Problems trying to play Excitebike

OK, sometimes when I start Excitebike up, the controls will not work. at all. only ones that work are the ones to quit playing. At first I thought it was that maybe I can't use the Wavebird to play the NES. so I put in a regular controller and it didn't work. I'd say its about a 50/50 thing, I play it sometimes, sometimes I can't. Anyone else have this problem?
